BF Steer Wheel Spacer.
Genuine STAXX BF Steer Wheel Spacer - Part #32302046.
The steer wheel spacer is used take up any space between the outer wheel bearing and the circlip. If there is too large a gap between these two parts, then the spacer should be used. The spacer helps to prevent shock loadings on the circlip, through sideways movement of the steer wheel.
